Preheat your oven to 350 degrees F (175°C). Grease a 9×13 inch cake pan* with nonstick spray or rub with butter.

Make the streusel: In a large bowl, whisk together 3 cups all-purpose flour, 1 cup brown sugar, 1/2 cup granulated sugar, 1 teaspoon kosher salt, and 2 tablespoons cinnamon.

Melt 1 cup butter in a small bowl in the microwave. Pour into the larger bowl with the dry streusel ingredients and stir until well combined. You should end up with a mixture that looks like wet sand, with plenty of big, crumbly chunks. Do not try to smooth it out.

For the cake: In a large bowl or stand mixer, whisk together 2 ¼ cups all-purpose flour, 1 ¼ cups granulated sugar, 1 tablespoon baking powder, ¾ teaspoon baking soda, and ¾ teaspoon kosher salt.

Chop ¾ cup softened butter into chunks. Ensure the butter has sat out of the fridge for several minutes to soften, but it should still be cool and firm, not completely creamy.

Add the chopped butter and ½ cup sour cream to the flour mixture. Using the paddle attachment of a stand mixer (or electric beaters), blend the butter into the dry ingredients. Continue beating until the butter moistens the flour and the mixture comes together into a cohesive ball. Scrape the bottom and sides of the bowl as needed. Avoid over-mixing; simply beat until all the butter is incorporated.

Perform this next step quickly to retain oven heat. Remove the cake from the oven and immediately shut the oven door. Use your hands to sprinkle all the remaining streusel from the baking sheet evenly over the top of the cake. Focus on any areas where the cake batter has puffed up from the center. Work swiftly to get the cake back into the oven as soon as possible, keeping the oven door closed as much as you can.

Drizzle the icing over the cooled cake. You can either drizzle about half of the icing over the entire cake and save the rest for individual servings, or apply it all at once.
